StewartSigns.com may be the best place to search these days. I can't find ComPlay installation media anywhere but StewartSigns.com, in their Resources | Files & Downloads section, does provide the Complay 4.0 manual.
I submitted a support ticket to them asking for information. This is old tech, hopefully they'll release it or at least provide information on the protocols used to communicate with the signs.
Where can I download the ComPlay 3.5 software? Every link I can find says it's ComPlay, but the link downloads and tries to install everything but ComPlay.

ComPlay is commercial software. It is provided to users after a purchase is successfully completed. To find more information about it, access the official website.
